UTF-8 Encoding

When another team member downloads a file that I uploaded, all non-English language filenames have been removed.

For non-English speaking users, if the file name is in a language other than English and they download the file, they will get an error that the file name is missing or not displayed at all.

Please update to UTF-8 encoding so that filenames can be displayed properly in non-English languages.
